		<description><![CDATA[It is not the result of &quot;central planning&quot; that is the problem, it is the failure of Provincial governments to realise that money is not everything.   The Provincial and City governments are making decisions based on the financial attractiveness of offers made by people (organisations) to invest in real estate.   It is the new &quot;capitalists&quot; of China trying to gain more financial power (and hopefully massive profits).   Pretty much the same as happened in most &quot;capitalist&quot; countries as the &quot;power&quot; passed to the financial gamblers from responsible governments who once did actually represent the people who elected them.    That is now a farce.   

I am strongly opposed to extreme centralisation of government but it has some advantages when it actually exists.  Of course it also has some dangers.]]></description>
