Census Is For Counting Not Prying

The constitutional requirement for the Census is found in Article. I. Section. 2. Paragraph. 3. “The actual Enumeration shall be made within three Years after the first Meeting of the Congress of the United States, and within every subsequent Term of ten Years, in such Manner as they shall by Law direct.”

The purpose of the Census is that of counting the US population in order to apportion among the states the number of representatives in the US House of Representatives. That’s it. Nothing more. Nothing less.

There is nothing in the Constitution requiring or even suggesting questions regarding race, ethnicity, whether one owns or rents his or her home, income status, disability status, education, or anything of the sort. The only purpose of the Census is to count the US population. Anything beyond that is nothing more than an intrusive government prying and snooping into our lives: something the federal government is doing with greater and greater frequency and intensity these days.

As to the phrase, “[As] they shall by Law direct,” Paul Galvin rightly notes, “This language merely goes to the mechanics of the counting (who will do it; when it is to be done; how, when results are to be reported; and so forth); it does not enlarge what may be counted. Constitutionally the only permitted enumeration is the number of people in the United States. Why? Because that count is the determinant for apportionment and therefore the only pertinent information needed.”

Homeland Security chief Janet Napolitano cited examples of Muslim extremists in her warning Sunday that domestic terrorists were now as much a focus as international terrorism, but actual training manuals being used by state and federal authorities across America reveal that the primary target of the anti-terror apparatus hits a lot closer to home.

“Americans who turn to terrorism and plot against the U.S. are now as big a concern as international terrorists, Homeland Security Secretary Janet Napolitano said Sunday,” reports the Associated Press.

“In the last year, Napolitano said, she’s witnessed a movement from international extremism to domestic extremism – cases in which Americans radicalized and decided to plot attacks against the country.”

However, Napolitano’s comments were clearly crafted to appeal to some on the right who claim that the Obama administration, despite its clear intensification of Bush’s “war on terror” with more raids into Pakistan and new targets in Yemen, has been “soft” on terror, with the DHS Secretary listing examples of Muslim Americans who have allegedly planned terror attacks (but not without aggressive prompting by FBI informants in almost every case).

With airport security all the rage, companies that manufacture whole body imaging technologies and body-scanners stand to make a bundle as a result of last December’s aborted attack on Northwest Airlines Flight 253.

Like their kissin’ cousins at the Pentagon, poised to bag a $708 billion dollar windfall in the 2011 budget, securocrats over at the Department of Homeland Security (DHS) stand to vacuum-up some $56.3 billion next year, a $6 billion increase.
