ESTABLISHMENT OF THE COUNCIL OF GOVERNORS
By the authority vested in me as President by the Constitution and the laws of the United States of America, including section 1822 of the National Defense Authorization Act of 2008 (Public Law 10-181), and in order to strengthen further the partnership between the Federal Government and State governments to protect our Nation and its people and property, it is hereby ordered as follows:
Section 1. Council of Governors.
(a) There is established a Council of Governors (Council). The Council shall consist of 10 State Governors appointed by the President (Members), of whom no more than five shall be of the same political party. The term of service for each Member appointed to serve on the Council shall be 2 years, but a Member may be reappointed for additional terms.
(b) The President shall designate two Members, who shall not be members of the same political party, to serve as Co-Chairs of the Council.
Sec. 2. Functions.
The Council shall meet at the call of the Secretary of Defense or the Co-Chairs of the Council to exchange views, information, or advice with the Secretary of Defense; the Secretary of Homeland Security; the Assistant to the President for Homeland Security and Counterterrorism; the Assistant to the President for Intergovernmental Affairs and Public Engagement; the Assistant Secretary of Defense for Homeland Defense and Americas’ Security Affairs; the Commander, United States Northern Command; the Chief, National Guard Bureau; the Commandant of the Coast Guard; and other appropriate officials of the Department of Homeland Security and the Department of Defense, and appropriate officials of other executive departments or agencies as may be designated by the Secretary of Defense or the Secretary of Homeland Security.

SOLDIERS AND POLICE are supposed to be different. Soldiers are aimed at enemies from outside the country. They are trained to kill those enemies, and their supporters. In fact, “killing people and breaking things” are their main reasons for existence.
Police look inward. They’re supposed to protect their fellow citizens from criminals, and to maintain order with a minimum of force.
It’s the difference between Audie Murphy and Andy Griffith. But nowadays, police are looking, and acting, more like soldiers than cops, with bad consequences. And those who suffer the consequences are usually innocent civilians. The trend toward militarizing police began in the ’60s and ’70s when standoffs with the Black Panthers, the Symbionese Liberation Army, and the University of Texas bell tower gunman Charles Whitman convinced many police departments that they needed more than .38 specials to deal with unusual, high-intensity threats. In 1965 Los Angeles inspector Daryl Gates, who later became police chief, signed off on the formation of a specially trained and equipped unit that he wanted to call the Special Weapons Attack Team. (The name was changed to the more palatable Special Weapons and Tactics). SWAT programs soon expanded beyond big cities with gang problems.
Abetting this trend was the federal government’s willingness to make surplus military equipment available to police and sheriffs’ departments. All sorts of hardware is available, from M-16s to body armor to armored personnel carriers and even helicopters. Lots of police departments grabbed the gear and started SWAT teams, even if they had no real need for them. The material was free, and it was fun. I don’t blame the police. Heck, if somebody gave me a Bradley Fighting Vehicle to play with, I’d probably start a SWAT team, too—so long as I didn’t have to foot the maintenance bill.
DES MOINES, Iowa – Following publicized reports that the Army National Guard was planning a military training exercise on the streets of a rural Iowa town, the commanding officers have called off the mock “invasion.”
The Guard had planned a four-day urban military operation in tiny Arcadia, Iowa, population 443, sending troops to take over the town and search door-to-door for a suspected weapons dealer.
The exercise was designed as a mock scenario to give soldiers the skills needed for deployment in an urban environment, and military officials stressed that only households that consented to be part of the drill would be searched.
“It will be important for us to gain the trust and confidence of the residents of Arcadia,” Sgt. Mike Kots, readiness NCO for Alpha Company, told Carroll’s Daily Times Herald. “We will need to identify individuals that are willing to assist us in training by allowing us to search their homes and vehicles and to participate in role-playing.
“We really want to get as much information out there as possible,” Kots continued, “because this operation could be pretty intrusive to the people of Arcadia.”
Training exercises…my @r$e. The following video is why the people of Arcadia should be concerned: These kinds of exercises are used not only to get Americans used to a military presence, but these drills can (and often do) go “live.”
The Carroll National Guard unit will train on urban military operations by holding a four-day exercise at Arcadia.
The purpose of the April 2-5 drill will be to gather intelligence, then search for and apprehend a suspected weapons dealer, according to Sgt. Mike Kots, readiness NCO for Alpha Company.
Citizens, law enforcement, media and other supporters will participate.
Troops will spend Thursday, April 2, staging at a forward operations base at Carroll. The next day company leaders will conduct reconnaissance and begin patrolling the streets of Arcadia to identify possible locations of the weapons dealer.
The primary phase will be done Saturday, April 4, when convoys will be deployed from Carroll to Arcadia. Pictures of the arms dealer will be shown in Arcadia, and soldiers will go door to door asking if residents have seen the suspect.
Soldiers will knock only at households that have agreed to participate in the drill, Kots noted.
“Once credible intelligence has been gathered,” said Kots, “portions of the town will be road-blocked and more in-depth searches of homes and vehicles will be conducted in accordance with the residents’ wishes.
“One of the techniques we use in today’s political environment is cordon and knock,” Kots explained. “We ask for the head of the household, get permission to search, then have them open doors and cupboards. The homeowner maintains control. We peer over their shoulder, and the soldier uses the homeowner’s body language and position to protect him.”
National Security Presidential Directive 51 (NSPD-51), signed by Bush and released without comment by the White House on May 9, 2007 has given George W. Bush and subsequent presidents the dictatorial powers hinted at in NSPD-51. To quote from NSPD-51: “This policy establishes ‘National Essential Functions,’ prescriptive continuity requirements … that will enhance the creditability of our national security posture and enable a more rapid and effective response to and recovery from a national emergency.”
Under NSPD-51, only limited of government will continue, which may or may not include Congress and the courts. NSPD-51 assures us: This which usually refers to the informal and voluntary recognition of jurisdiction among courts, is a troublesomely ambiguous phrase in this context wherein the president determines this as he “coordinates.”
Unfortunately, NSPD-51 provides limited “guidance” to state and local governments, as “This directive…shall be protected from unauthorized disclosure, provided that, except for Annex A, the Annexes attached to this directive are classified and shall be accorded appropriate handling, consistent with applicable Executive Orders.” In other words, all the details are secret and even the non-secret “Annex A” remains undisclosed by the White House.
