Latin America’s New Middle Class Rulers: Stabilization, Growth and Inequality

by Prof James Petras

Introduction

Latin America’s current relations with the US as well as its present political and economic configuration can best be understood in the context of large scale changes over the past twenty years and the relative stability of the past five years.

We will proceed by schematically highlighting the salient features leading to the rise and crises of neo-liberal regimes and policies and the emergence of diverse “post neo-liberal” regimes in the present period. We will analyze the nature and performance of the ‘post neo-liberal regimes’ to bring out their strengths and weaknesses in the context of world market conditions, as well as the emerging political and social contradictions and alternatives.

US Imperial Power and the Rise and Fall of Neoliberal Regimes

US imperial power and influence reached its maximum influence between 1976-1999. The military and civilian regimes throughout this period backed US international and regional positions and embraced “free market doctrines”. The neo-liberal rulers denationalized and privatized all strategic economic sectors, deregulated the banking and financial systems and submitted to the dictates of the IMF and World Bank. Nearly one trillion dollars in profits, interest and principle payments, rents and illegal funds were transferred to US and European banks and corporations.

Strained US – China Relations: China’s Crucial Role as America’s Creditor

by Prof. James Petras
Hat tip: Global Research, March 8, 2010

The Obama Administration has heightened tensions with China through a series of measures which can only be characterized as major provocations designed to undermine relations between the two countries. These provocations include political support for separatist movements, such as the US-funded theocratic-monk led Tibetan secessionists and the Washington-based Uyghur secessionists, as well as through the $6.4 billion-dollar advanced arms sales to Taiwan, a virtual protectorate of the US Navy. President Obama has publicly met with and openly backed these separatist and secessionists groups, flaunting Washington’s refusal to recognize China’s existing borders. This is part of the US strategy of encouraging the physical break-up of independent nations, which are viewed as ‘obstacles’ to its program of global military empire building.

In addition to continuing and escalating the hostile policies of his predecessor, the Obama Administration has exploited several other issues in order to rally American public opinion and mobilize overseas allies behind its confrontational posture. First, the Obama Administration claims that China’s currency (the Renminbi) is artificially undervalued to give Chinese exports an unfair price advantage, thus undercutting US manufacturing exports and costing “millions of American jobs”. And secondly, the Administration claims that, after the US had opened its domestic manufacturing market to Chinese firms, the Chinese would not ‘reciprocate’ and open their financial sectors to Wall Street investment banks.

In retaliation for growing Chinese exports, Washington has raised protective tariffs on steel pipes and automobile tires, and issued Congressional threats of further protectionist measures.

Crime and Punishment: Mossad Comes to America: Death Squads by Invitation

By James Petras
Axis of Logic
Wednesday, Mar 3, 2010

The principle propaganda mouthpiece of the Presidents of Major American Jewish Organizations (PMAJO), the Daily Alert (DA), has come out in full support for Israel’s practice of extra-judicial, extra-territorial assassination.

In the face of world-wide governmental condemnation (except from the Zionist-occupied White House and US Congress), the PMAJO slavishly backs any brutal murder committed by the Israeli secret police anywhere in the world and at anytime. The recent assassination of Hamas leader, Mahmoud Mabhouh, in Dubai is a case in point. The PMAJO has defended all of Mossad’s criminal actions leading up to the murder, including extensive identity theft and the stealing or falsification of passports and official documents from several European countries, presumably allied to the Zionist state. Among the Mossad agents who entered Dubai to kill Mabhouh, twelve agents used stolen or forged British passports, three Australian, three French, one German and six Irish. These agents assumed the identity of European citizens in order to commit murder in a sovereign nation.

Once again the PMAJO demonstrate that its first loyalty is to the Israeli secret police, even when they violate the sovereignty of major US allies. No doubt the PMAJO would readily support the Israeli Mossad, even if it were shown to have used U.S. documents to assassinate Mabhouh. In fact, two of the 26 Israeli assassins, carrying fake Irish and fake British passports, are known to have entered the United States after the killing and may still be here.

A Bankrupt and Discredited Country

The Era of American Leadership Is Over
By Paul Craig Roberts

February 02, 2009 “Information Clearinghouse” — -Vast numbers of people in the United States and abroad are hoping that President Obama will end America’s illegal wars, halt America’s support for Israel’s massacre of Lebanese and Palestinians, and punish, instead of reward, the shyster banksters whose fraudulent financial instruments have destroyed economies and imposed massive sufferings on people all over the world. If Obama’s appointments are an indication, all of these hopeful people are going to be disappointed.

James Petras examines Obama’s foreign policy appointments and finds the largest collection of Zionist militarists outside of Avigdor Lieberman’s far right political party in Israel.

Petras concludes that Obama’s “diplomatic” team has Iran in its sights, an hostility that meshes with Israel’s own intent. Not realizing that a member of the press had been mistakenly invited to a selected audience, the Israeli ambassador to Australia said that Israel’s attack on Gaza was a dress rehearsal for a major attack on Iran. Netanyahu, the expected winner of Israel’s March elections, has again declared that Israel will not permit Iran to have a nuclear energy program as it would provide the basis for developing nuclear weapons.

It makes no sense for Israel to baldly state its intention to attack Iran if Israel does not mean it. What if the Iranians believe the Israelis and decide to strike first with their long-range missiles?

Obama’s economic appointments are just as discouraging. Obama chose as his Treasury Secretary Timothy Geithner, the man who helped Bush’s Treasury Secretary, Hank Paulson, engineer the $700 billion dollar rip off of the US taxpayer, money that was gifted to the crooked banksters who destroyed Americans’ pensions, jobs and health care coverage.

These banksters, and the negligent federal regulators that enabled them, should be put in prison, not handed hundreds of billions of dollars.
